BEd exams in UP scrapped at last minute

Lakhs of students aspiring for BEd programme in Uttar Pradesh were in for a rude shock recently when the entrance examination was cancelled at the last minute, even as the examinees were assembling at 1,274 centres across 12 cities of the state.
The decision followed a series of fast paced developments over the weekend, including the arrival of two opposing orders from different benches of the Allahabad high court, reports of question paper leak from Farrukhabad and a flip-flop by the state government on eligibility conditions.
As per a media report, the minimum eligibility for appearing in the joint entrance examination was set at 45 percent by the Lucknow University, in violation of the all-India norm of 50 percent set by the National Council for Teachers Education (NCTE), the national regulatory body.
With wave of criticism, the UP government announced a revision in eligibility criterion and changed the minimum eligibility from 45 percent to 50 percent with barely days to go for the examination. Over 1.45 lakh applicants thus became ineligible.
In an attempt to oppose UP government’s decision, few students approached Allahbad High Court. In the petition filed by Amita Tripathi at Allahabad, Justice Dilip Gupta ordered that the state government was right in reverting to the declared norm of 50 percent and denied her permission to take the exam. Taking an opposite view, Justice Shri Narayan Shukla of the Lucknow bench ordered that petitioner Laxmi should be allowed to appear.
This mess was hardly sorted out and the authorities of Lucknow University were sorting out confusion about implementation of two mutually opposing high court orders, when news s came that the question paper for the exam had been leaked in Farrukhabad. This proved to be a blessing in disguise the government hastily scrapped the whole examination, saying it would start the exercise afresh in due course.
