China jumps higher than India in GMAT test taker figures

Unlike last year, the number of GMAT or Graduate Management Test takers in India has seen a sharp decline. While the data shows 30,633 applicants took the test in 2009, it’s just 25,394 students that sat for the exam in 2011. China recorded 13,048 GMAT test takers in 2007 and the number has increased to 40,069 candidates this same year.

The Times of India reports that in 2007, India was ahead with 21,481 applicants. The numbers went up marginally over the next two years and have been sliding since then as per the Asian Geographical Trend Report prepared by the Graduate Management Admission Council.

The report also states that the percentage of students younger than 25 appearing for GMAT in 2011 was 34% while it was 36% last year. The same figure among Chinese applicants rose from 48% in 2007 to 77% in 2011.

UK may consider cancellation of post-study visa withdrawal

Further to the talks and subsequent implementation of UK’s post study work visa policy withdrawal, many students were in a state of dilemma. But, the current talks have it that UK might consider cancelling the post study work visa regulation now.

The students can expect it to get a little flexible post an assurance sent out by senior British ministers. Indian Commerce Minister Anand Sharma raised a sharp criticism to UK’s tougher visa rules. He in fact warned UK that Indian IT majors might consider relocating their business operations to other European countries, in case British stay stringent on their visa laws.

He said, “I have raised this, we have our concerns. They should have some practical exposure. The issue is how to look at it. What they have shared with me is that they should get appropriate jobs that are commensurate with their qualifications or degrees. The very fact is that there is this reassurance at the highest level of the British government. I shall follow up my talks with a communication.”

He also said, “They say they have no intention to deny, they are only looking at certain specifics so that domain knowledge is utilized. If you are trained as a biotechnologist, then you don't go to sectors. But we have yet to see the final picture.”

US: No change in Visa policy for Indian Students!

USA clarifies that there has been no change in visa issuance process towards Indian students.
Further to the US visit of education ministers of four Indian states - Punjab, Madhya Pradesh, Bihar and Jammu & Kashmir last week, State Department spokesperson Victoria Nuland clarifies Indian students will continue to get visas as before and there has been no change implemented in this regard.
She said, "I don't think we've changed our policy with regard to the way we interview applicants."

"I think what we are doing is making sure that the sponsoring organisations truly are what they say they are in the United States; that if they say that they are bringing students over to educate them, that they intend to educate them, not put them to work, et cetera," she further clarified.
She also pointed upon USA's support on building community colleges in India. She said, "Well, obviously, we support this initiative. We have been working with the Indian side to flesh out the initiative that was agreed between the President and the prime minister through our Education Bureau here. And obviously, we are responsible for the visa issuance for the various folks studying in the United States."

Maharashtra government revises its college admission policies

Maharashtra government has issued new guidelines for admission to its Bed/Med colleges and fee structure for the academic session 2012-13. As per the revised rules, fee regulatory authority (Shikshan Shulka Samiti) will be the final deciding authority to finalize the fee of unaided Bed/Med colleges.

However, members of the fee panel authority and office bearers of the AMUTECM (Association of Managements of Unaided Teacher’s Education Colleges in Maharashtra) claimed that new rules were ambiguous announced by the GR (government resolution) specifically on issues related to fee-fixation.

Due to the anonymity, fee panel authority has held back 556 fee revision proposals given by Bed/Med and BPEd/MPEd colleges for the academic year 2011-12 as per the NCTE (National Council of Teachers Education) policies notified in August 2010.

The NCTE regulations state that a separate mechanism should be established by the state government for fixing the fee of these colleges. Moreover, the fee revision proposals should be submitted to a capable authority set up either by the central government, state government or UGC.

The fee panel authority had asked the state government to clarify on who is authorized to finalize the fee of physical and education degree colleges. Out of the 556 proposals held back, 402 are from Bed colleges, 12 from MPEd, 47 from BPEd and 95 from MEd colleges.

Department of higher and technical education (H&TE) issued 2 GRs on March 15, 2012 stating the policies for Bed and Med colleges.

The GRs provided specified detailed guidelines on eligibility criterias for applying to Bed/Med courses, holding common entrance test, seat allocation, preparation of merit list, university wise seat allocation, reservation of seats for management and minority quotas, fee and other expenses. Both the GRs specified that unaided colleges will have to follow the fee structure as fixed by the panel.

However, sources from fee fixation panel expressed that it is not mandatory for the fee panel to abide by the new rules. The panel is still in doubt about who is the final authority for fixing the fee of BPEd/MPEd colleges under the NCTE regulations.

Sources from AMUTECM revealed that the GRs announced by the H&TE department are totally anonymous and hence they have decided to meet fee fixation panel on April 18, 2012 through the admissions regulation committee. The admissions regulation committee has restricted the unaided BPEd/MPEd colleges from commencing fresh admission process till the revised fee proposals are approved.

HRD Ministry clarifies doubts of IITs on ISEET

The HRD (Human Resource Development) Ministry is reaching out to IITs to remove their apprehensions about the proposed single entrance exam for engineering and science.

The IITs such as IIT-KGP, IIT-D, IIT-B, IIT-Madras and Guwahati have raised doubt over the proposed examination changes. The HRD ministry clarified that it wants the new ISEET exam to be introduced in 2013.

A meeting between HRD Ministry, IIT directors, some faculty members and representatives of faculty federation will be held on April 11, 2012. The issues discussed in the meeting will be discussed in the IIT Council meet scheduled on April 14, 2012.

There are broadly 2 issues on which the IITs disagree with government – the question paper will only consist of multiple choice questions and assigning weightage to class XII board marks.

The IITs also want that they should be authorized to conduct the entrance test however; government has proposed CBSE to conduct the eligibility test.

The IITs disagree that high weightage should be given to class XII marks during admission to IITs. The HRD ministry’s proposal for using a statistical formula for generalizing the class XII marks is not approved by IITs.

The IITs argue that the formula recommended for factoring in class XII marks for selection would not help IITs to admit the talented minds. The evaluation system is different for different school boards and thus it is not possible to assess every student using same weightage and scale.

Likewise, IITs have raised objection over including only objective type questions in the proposed exam. The ISEET exam will have 2 parts; an aptitude test comprising of objective type questions to test the comprehending abilities of students, logical reasoning and critical thinking and second part is an advanced test to test problem solving abilities for fundamental science subjects.

Poor market forces new B-schools to put down their shutters

The increasing number of vacant seats in new management colleges is leading these business schools to close down their business. Recently, Mumbai Business School (MBS), Mumbai run by A Mahendran, managing director, Godrej Consumer Products Limited (GCPL), Charles H Kellstadt, professor of marketing at Emory University and Jagdish Sheth, leading marketing guru had to put down their shutters due to poor business.

These days BIMTECH (Birla Institute of Management and Technology), Greater Noida is receiving large number of proposal from B-schools to acquire their control. In last 6 months 5 B-schools – 1 from Northeast, 2 from Delhi and 2 from Kolkata; have approached BIMTECH with proposals to be taken over. These new B-schools do not have sufficient number of students and are struggling hard to continue.

A business school at Gurgaon, located in the proximity of BIMTECH recently appointed a global real estate services firm, JLL (Jones Lang LaSalle) to search for an existing higher education institute which can acquire it.

As per the industry players, these low rung management institutes are appointing consultants to give signals to potential buyers. They are seeking big brand names to acquire them and utilize their land space to set up an additional campus.

However, AICTE is clueless about such happenings. Sources from AICTE stated that institutes can change their names but the council does not permit change of trust. In last 2 years council has received proposals from over 95 management institutes to close down.

Academic institutes are developed under a trust. If a buyer provides the required capital to a trust, it may seize its control to the buyer. And many institutes which need capital to expand opt for this channel to get the required funds.

CRISIL Research report states that it predicted a ‘shake out’ in the higher education system in India due to large number of seats going vacant. The study disclosed that many colleges were not able to equip students with the current corporate requirements. Declining occupancy rates in lower rung colleges make it difficult for them to sustain. As a result some colleges are expected to either close down or change their ownership in the next few years.

Now pay 7% more as fee to get a degree from IIM-A

IIM-A is working hard to manage its expenditures by generating some surplus revenue by marketing its inventory of case-study material and research to other B-Schools in the country and across the world. The institute is using other ways to raise funds from corporate houses to meet its expenses. IIM-A Society Board will meet corporate houses to get funds and proposed increase in the placement fees, but the final decision is on hold.

The institute increased the fee of its PGP programme by 7%. In last three years the institute has increased the fee three times ranging from 9.6% to 7%. It justified its step by saying that the expenditures for the general operation and other raised due to inflation. It is forced to hike the fee because after the implementation of 6th Pay Commission recommendations the institute is bearing extra burden of increased salaries of the employees. The economy is making the education for management students more costly year-by-year.

Till year 2009-2010, the two year Post Graduate Programme would have cost a student somewhere around 12.38 lakh, but now to get this degree students are suppose to pay Rs. 15.50 lakh.

From this year onwards the IIT-JEE Admission Committee has decided to implement 4.5 per cent reservation for minority community. This will be applicable within the 27 percent seats which are meant for Other Backward Classes (OBC) from this year.

All students who have submitted their forms online and forgot to mention their OBC status can now update this by visiting the official website of IIT-JEE. All the applicants are required to submit their certificates to the respective zonal offices before 20th March, 2012.

He said, “We are giving enough time for candidates to secure the certificate. Non-submission of certificate will result in candidates not being considered for the category as a separate list will be prepared.”

As per the reservation, near about 430 minority candidates are likely to get admission in 17 IITs across the country. Mr. Reddy said the authorities will be able to disclose the actual figures after 25th March, 2012, when the IITs have been asked to submit the list of availability of seats. Some IITs are planning to increase the number of seats and others thinking to launch new programmes from this session.
