New building policy for educational institutes in Gujarat

Gandhinagar: Soon, all existing or upcoming colleges and institutes for higher education running in commercial complexes or any such buildings will have to follow the new guidelines of the state government.
The government has planned to publish new General Development & Control Rules (GDCR) under the Gujarat Town Planning and Urban Development Act 1976, which is likely to be called 'building regulation act' for higher education institutes.
A highly placed source said, "With the help of new GDCR, the government aims to focus on the security, safety and convenience of the students studying in higher education institutes." Under the proposed GDCR, escape routes of the education institute for emergency evacuation must be at least 3 metres. Fire escape, sunshade roofs, etc should also be provided in the institutes. The source added that the new rules will also have specific provision for the Global Floor Space Index (GFSI) which will be almost parallel to the existing norms for the township policy rates.
"The premium is likely to be between 25% and 35% as per the addition of GFSI. The maximum allowed height for the institute is likely to be 70 metres only and the built-up area is likely to be around 45% in low-rise and 30% in case of high-rise,'' said the source.
The government is also working on the new GDCR rules and policy for hospitals, hotels, malls and multiplexes.
Recently, a presentation on the proposed policy change was made before chief minister Narendra Modi.
"The urban development department is working on all these policies simultaneously and will announce the final result possibly in the next few months,'' said the source.
